PALM BAY, Florida — The Palm Bay Police Department says that two suspects are now in custody after being captured in Virginia by Virginia State Police.
The two suspects are twin brothers identified as 34-year-old Octavius Toppin and Obadiah Toppin. The brothers face murder charges following the Wednesday afternoon shooting death of 25-year-old Raymond Torres in Palm Bay, Florida. Torres was shot while standing in his driveway outside his home located at 1485 Healey Street NW, Palm Bay, Florida.
Just after 4 p.m. last Wednesday, Palm Bay patrol officers responded to the Healey Street address after multiple reports of a shooting in the area. When officers arrived, they located Torres in driveway bleeding from a gunshot wound. Palm Bay Fire-Rescue paramedics immediately began treatment and Torres was later flown to the hospital where he was later pronounced deceased.
Palm Bay Police Detectives with the Major Case Unit responded to the scene and began the investigation by interviewing witnesses as crime scene technicians processed the scene for evidence.
Police say that several witnesses provided information regarding the identity of the suspects including a vehicle description. Further investigation revealed the suspects were believed to be traveling in a large white SUV and were possibly heading to New York where they have family connections.
Law enforcement agencies along the entire eastern U.S. were alerted through bulletins for the vehicle, suspect descriptions, and arrest warrants that were issued for the Toppin brothers.
Virginia State Police troopers positioned themselves on Interstate 95 in an attempt to intercept the suspect vehicle. Virginia Trooper J.C. Jeanty observed the suspect vehicle heading north on I-95 and stopped it at the 145 mile marker in Stafford County, south of Quantico, Virgina.
Virginia State Police say that the brothers were taken into custody without incident.
Just after 4 a.m. Thursday, authorities in Virginia notified Palm Bay police detectives that the white SUV occupied by the two suspects was located near Quantico, Virgina and that the two were in custody. Palm Bay Police say that the Game Over Task Force provided critical information during the initial investigation that helped facilitate a quick resolution.
Palm Bay Police say that the matters pertaining to extradition will be dealt with during the initial court appearance in Virginia. The brothers are currently being held at the Rappahannock Regional Jail in Stafford County, pending extradition back to Florida. The investigation is ongoing.
